Our design for Pamlico County included a complete 108-bed detention facility with general population housing units, a segregation housing unit, a dormitory, support areas, kitchen, intake and release, outdoor recreation areas, and video visitation. The facility includes a central control room, from which staff can see all but 12 cells. The entire facility can be supervised with just three individuals.
The detention facility was designed with flexibility to allow for expansion as the County’s needs grow. Pamlico County has been able to lease beds to other counties until their own inmate population fills the beds.
The Sheriff’s Office component of this project includes a 911 communications area, administration space, patrol and detective offices, evidence storage, and a training room used by both the Detention Facility and Sheriff’s Office.
Brennan Consulting & Training Services developed staffing plans that persuaded Pamlico County to hire 14 additional staff members for the facility. We increased operational efficiency by introducing a new command structure, revamped record-keeping processes, and introduced video visitation, which cut down on the movement of inmates, saved staff time, and minimized risk and liability. We also served in an advisory role as the County considered purchasing technology to further streamline operations in the facility.
BCTS Transition and Activation services included recommending contracting out key services to increase efficiency and minimize liability. Our Operations expertise resulted in significant and continued savings to the County.
